Manual for applying for a PKIoverheid Personal Certificate
This article explains how and when you can apply for a PKIoverheid certificate.
A PKIoverheid Personal Certificate is a security solution that enables individuals to carry out electronic transactions securely and reliably. This certificate can be used for various applications, such as securing emails, strong user authentication, and digitally signing documents.
Applications of PKIoverheid Personal Certificates:
- Securing personal emails.
- Strong user authentication for systems and applications.
- Digitally and paperlessly processing administrative procedures.
- Legally valid signing of documents on behalf of your organisation.
- Applying for eHerkenning at assurance level EH4.
You can choose between a certificate stored on a USB token (USB stick format) or a certificate stored on a smart card (PIN card format) used with a card reader. Both options are connected to your computer via the USB port.
During the application process, you can choose which option best suits your needs.
Application process for a PKIoverheid Personal Certificate
The application process consists of two steps: subscriber registration and certificate application.
Please note: You must complete steps 1 and 2 before performing an upgrade or submitting an application for EH4. During the application process, you will be asked to provide a certificate thumbprint. This thumbprint corresponds to the certificate you apply for in steps 1 and 2.
Step 1: Subscriber Registration
This form must be completed and signed by the authorized representative.
During this registration, a maximum of four contact persons can be specified. Once the subscriber registration has been completed and approved, a designated contact person can independently apply for certificates.
- Print the PDF form on a single A4 sheet.
- Signature by the authorized representative(s): Have the form signed by the authorized person(s) within your organisation.
- Include proof of identity: Attach a copy of the identification document of the authorized representative(s) and contact persons (for example, a passport, identity card, or driving licence). When providing a copy of an identity document, we recommend masking the citizen service number (BSN), as well as the passport photo and nationality.

Step 2: Applying for the PKIoverheid Personal Certificate
- Complete the second web form using the provided link and generate a new PDF document.
- If preferred, this form may be completed and signed by a contact person listed in the subscriber registration.
- Print the PDF document and ensure that the contact person or authorized representative(s) signs the form.
- Send the form to the same address as mentioned in Step 1.
Verification of your application:
After receiving the form, the application will be checked for accuracy and completeness. Once approved, the designated certificate administrator must be personally identified. An appointment will be scheduled for this purpose.
Receiving and Activating the Certificate
After successful validation, you will receive a confirmation email and the certificate (in the selected format: USB token or PIN card) will be sent to you by post. At the same time, you will receive an activation code by email to activate the certificate.
The corresponding PIN and PUK codes will also be sent by post. These codes allow you to manage the certificate.
The complete application process is expected to take approximately two weeks.
